Randall K. Webster, P.E.

Founder and President

Randall Webster founded R K Webster, LLC in January of 2012 to provide personal and professional engineering services to clients in Pennsylvania. He believes in delivering attention and quality that exceeds his client’s expectations. With over 27 years of civil engineering experience, he has built a reputation of delivering quality, on-time engineering solutions.

He has over 13 years of experience with the Pennsylvania Department of Transportation holding titles of Civil Engineer and Project Manager. During his time as project manager he also acted as the District Erosion & Sediment Pollution Control/NPDES Permit Coordinator for 5 years. Prior to leaving PennDOT, Randall held the title of acting District Plans Engineer.

During his 14+ years in private consulting, he managed all aspects of numerous projects from small studies and municipal road repairs to major 4-lane highway and interchange designs ranging in construction cost from $5,000 to over $50 million.

When he’s not in the office he spends his time with his wife Karen and their 5 children. They enjoy a variety of family and church activities. He enjoys woodworking, hunting and the outdoors.

Joel Reiff, P.E.

Project Engineer


Joel is responsible for the day to day engineering tasks for various projects. He recently obtained his Professional Engineering license, and has approximately 6 years of experience. Joel has been the lead engineer on several commercial Land Development projects from field survey to the finished construction drawings.

Prior to joining R K Webster, Joel worked for McTish, Kunkel & Associates in Montoursville, PA gaining experience in Land Development, mainly in the oil and gas sector.

Joel and his wife Keri enjoy time with their three sons on family camping and hiking outings. When he’s not at work, Joel also spends time playing softball and hockey, and photographing the outdoors.
